Nancy Kete, Ph.D.
Director

A geographer, Nancy Kete has always been attracted to large-scale problems at the energy/environment interface. Her academic and professional work aimed at finding solutions to the acid rain problem in North America and resulted in the 1990 Clear Air Act Amendments. She was the principal architect of the acid rain control provisions of that law, which represent the first large scale practical application of a tradable emissions program. She has been a senior policy advisor in the US government on matters of air pollution, global warming, and the interface of trade and environment issues. She has extensive negotiating experience, having been part of numerous US delegations to international environmental negotiations and having served as the Science Advisor for Environmental Affairs for the US Mission to the OECD, where she co-chaired the Joint Experts Group on Trade and Environment. After resigning from the US government she directed the Climate, Energy and Pollution program for five years at the World Resources Institute, until she became managing director of EMBARQ - The WRI Center for Sustainable Transport.
Lee Schipper, Ph.D.
Fellow Emeritus
Dr. Schipper is currently a visiting scholar at University of California Berkeley’s Transportation Center, and a ‘Fellow Emeritus’ with EMBARQ, the WRI Center for Sustainable Transport. He has worked as a guest researcher at the OECD Development Centre, Paris, and was a transport advisor to the Shell Foundation. From 1995 until 2001, Dr. Schipper was a senior scientist at the International Energy Agency (IEA), Paris. He was on leave from his post as a staff senior scientist at the Lawrence Berkeley Laboratory (LBL), CA, from which he retired in 2001.
Dr. Schipper is a member of the Global Business Network and a senior associate of Cambridge Energy Research Associates. He has been a fellow at the Industry and Energy Department of the World Bank, and a visiting researcher with Group Planning, Shell International Petroleum Company, London, in the mid 1980s. Dr. Schipper spent six months at the Swedish Heating Society in Stockholm (1982-3) and one year (1977-8) as a Fulbright scholar at the Beijer Institute, Stockholm. He is a member of the National Academy of Sciences’ “Sustainable Transport” committee and served on the Swedish TRB Environment committee for four years. Dr. Schipper obtained his bachelor’s degree in music from Berkeley in 1968 and his doctorate in astrophysics in 1985. He still leads a jazz quintet, and recorded “The Phunky Physicist” in Sweden in 1973.
Dario Hidalgo, Ph.D.
New Business Development Director/Senior Transport Engineer
Dario, a Colombian Civil Engineer, holds a Ph.D. in Transportation Planning from the Ohio State University. Over the last 15 years he has participated in several major transport projects as a consultant and a government official. He was Deputy General Manager of TRANSMILENIO S.A. during the implementation of the Bogotá’s Bus Rapid Transit System Phase I and the preparation and tendering of its second phase. As an international transport consultant for international agencies and local governments he has taken part in projects in Argentina, Mexico, Peru, Chile, Colombia, Ghana and Thailand. He has also delivered training courses on BRT Systems planning and implementation in China, México, India, South Africa and Colombia. In addition, he has been a graduate level lecturer in urban planning and, and is author of more than 30 academic articles, including a comprehensive review of bus systems in developing countries.
Among other responsibilities, Dario leads the development of products and projects aimed to help solving urban transport problems and identifying opportunities throughout EMBARQ’s network.

Luis Gutierrez
Latin American Program Director
Mr. Gutierrez has long experience and expertise with BRT and transportation projects as well as public policy and planning. He has managed the preparation phase of the World Bank Urban Transportation Project for Lima and Callao, Peru (1996-98), which focused on the development of bus rapid transportation solutions and environmental and traffic safety programs. Subsequently, Luis worked for the World Bank (1999-2001) as a policy-making and project evaluation consultant, focusing on sustainable transportation, and poverty relief projects. From 2001 to 2002, he worked for the new democratic government of Peru as the Vice-Minister of Transportation and, later, as the Executive Director of one of the largest Latin American reconstruction programs aimed at rebuilding and developing Southern Peru after the 2000 earthquake.
In Montgomery County, Maryland, he led different initiatives, including urban development and traffic safety programs. Mr. Gutierrez has taught as a professor in Peru's major universities, and written a number of books, essays, and articles. He holds a MS in economics from Boston University, a mid-career diploma in planning from the OAS-UNDP program, and a BS in economic-engineering from the National University of Engineering of Lima. Currently, he manages EMBARQ's Latin American activities.
Adriana de Almeida Lobo
CTS-Mexico Director
Adriana Lobo brings more than 13 years of experience in urban and regional transport planning with an emphasis in transport modeling to CTS-Mexico. She has directed projects in Brazil, Mexico, Panama, Colombia, Peru, Venezuela and Chile and spent more than 6 years working as a Technical Director for the consulting firms Cal y Mayor y Asociados, S.C. and Transconsult, S.C. Since 2004, Adriana has served as Director of the Centro de Transporte Sustentable de México, an NGO whose goal is to improve urban transport in Mexico. Her main projects at CTS-Mexico include Metrobus, bicycle paths, pedestrian safety, and clean fuels clean vehicles projects in Mexico City and the wider metropolitan area; non-motorized mobility in León; and a sustainable transport system in Guadalajara. Adriana holds a degree in civil engineering from the Escola Politecnica at the University of Sao Paulo and a Masters in Business Administration from the Instituto Tecnologico Autonomo de Mexico.
Sibel Bulay Koyluoglu
Istanbul Project Director
A Ford Visiting Fellow at the World Resources Institute (WRI), Sibel Bulay Koyluoglu is the Project Director of EMBARQ-Istanbul. Before joining WRI, Ms. Bulay Koyluoglu worked for Ford Motor Company where, in addition to working in Product Development, she was involved in sustainable development initiatives. Prior to joining Ford, she taught at the Middle East Technical University in Gaziantep, Turkey. Ms. Bulay Koyluoglu holds an MS in Mechanical Engineering and an MBA, both from the University of Michigan.
Toni Lindau, Ph.D.
CTS-Brazil Director
Dr. Lindau has a Civil Engineering degree from the Federal University of Rio Grande do Sul - UFRGS, Brazil. In 1983, he got his PhD in transportation engineering from the University of Southampton, England.
Dr. Lindau joined the Engineering School of UFRGS in 1983 where he has been conducting teaching and research activities in transportation at the Laboratory for Transportation Systems (LASTRAN).
Since 2002 (and up to 2006), Dr. Lindau has been the president of the Brazilian Association for Research and Teaching in Transportation (ANPET). He works as ad-hoc consultant for several national research councils and is member of editorial boards. Dr Lindau is the current head of the Centro de Transportes Sustentáveis do Brasil, an NGO launched by EMBARQ that is currently helping the authorities of the municipality of Porto Alegre in designing a high performance BRT system.
Rhys Thom
Communications Director
A sociologist by training, Rhys' career background has been a combination of work in the international development field and in marketing, communications, and design. He comes to WRI and EMBARQ from his design firm, where he developed and implemented a variety of successful marketing strategies for clients in the private and non-profit sectors. Previous to that he was a project director with the Delta Info Initiative, a rural information technology and advocacy project in Nigeria's Niger Delta. He has also worked in Namibia on human rights and governance issues and in Honduras on community development, governance, and environmental projects. He is interested in innovative and sustainable approaches to the problems of urban growth and enjoys combining his ardent interest in New Media with his passion for New Mobility as Communications Director for EMBARQ.
Alper Unal, Ph.D.
Senior Research Scientist
Originally from Turkey, Dr. Alper Unal, for more than twelve years, provided support to environmental agencies including international organizations in the areas of air quality modeling, air emission inventory development, emissions estimation model development, and development and implementation of air quality management strategies. Dr. Unal is currently Environment Director for EMBARQ and he completed his Masters and PhD at North Carolina State University in Civil and Environmental Engineering and did Post-Doctoral Research at Georgia Institute of Technology in Atmospheric Sciences. Prior to joining EMBARQ, Dr Unal worked for MACTEC, consulting company, to support New Jersey Department of Environmental Protection on developing mitigation measures to improve air quality in the state.
Maria Cordeiro
Environmental Projects Manager
Maria Cordeiro joined
EMBARQ, the
WRI Center for Sustainable Transport in 2004 and has since been involved in the management of the environment and global tools programs, and of various transport and environment projects in
Latin America. Maria leads multicultural teams and conducts research on topics such as the calculation of greenhouse gas and criteria pollutant emissions from transport projects and cost-effectiveness analysis of emissions mitigation measures. Maria is particularly interested in the monitoring of the air quality, health and climate change impacts of transport and on the political, management and technical measures to mitigate these impacts.
Prior to joining
EMBARQ, Maria worked for Climate Action Network Europe, ECOTEC Research and Consulting Ltd, and About Net, where she advised government, private sector and civil society clients and partners on climate, energy and environmental policy. Maria has research experience with the British Geologic Survey and with the Research Center Julish in Germany on the impact of soil contamination on the health of local communities, and on the development of bio-sensors for application in waste water treatment plants.
Maria holds a Masters degree in environmental management from the
Nottingham Trent University and a Bachelors degree in Energy and Environment Technology from the
University of Glamorgan, in the
United Kingdom.
Seema Parakh
India Project Manager
Seema joined EMBARQ in August 2006 to initiate EMBARQ’s India program. As India Manager, she manages EMBARQ’s India activities and is currently scoping EMBARQ’s as well as WRI’s long term presence in India.
Seema holds a Masters degree in Environmental Science and Policy from the Clark University and a Bachelors degree in Geography from the Loreto College, in Kolkata, India. Her research, prior to joining EMBARQ, explored visions for future integrated public transit systems for Bangalore, India, through a multi-stakeholder analysis. She has also worked in the slums of Howrah, with Howrah Pilot Project, managing micro-finance and adult literacy program for women. At HPP, she also initiated a preliminary school for children in poverty.
Her interests are institutions and policy systems, poverty reduction, non-motorized transport and sustainable urban design.
Madhav Pai
Transport Planner

Madhav, a Civil Engineer from Mumbai, holds a Master’s Degree in Transportation Planning from University of California Berkeley. Over the last 8 years he has participated in several complex and innovative transport projects as a researcher, consultant and trainer.
Prior to joining EMBARQ he was a Regional Director at Citilabs, a transport planning Software Company and headed their operations in South and South East Asia. He supported all activities in the region including program development and technical support. He has delivered training courses on Transport Modeling in India, Hong Kong, Thailand, Malaysia and USA.
In the San Francisco Bay Area, he spent four year working at Dowling Associates Inc. managing and executing several transport planning, transport modeling and traffic engineering project and two years as a researcher at the Institute of Transport Studies at UC Berkeley, where he was involved in assessing the short and medium term impacts of City Car Share on travel behavior in the City of San Francisco.
In the summer of 2006, he participated in the early conceptualization and design of an open source multi-disciplinary MIS/GIS platform and design of the Bangalore Traffic Information System (BTIS), www.btis.in at Mapunity a social development start-up in Bangalore.
Among other responsibilities, Madhav will lead the development of products and projects aimed to help solving urban transport problems and identifying opportunities in India for EMBARQ.
Claudia Adriazola
Latin America Associate

Claudia Adriazola joined EMBARQ in May 2008 to work on projects in Latin America. Claudia has held different managerial positions in the Peruvian public sector. She first started in the National Council of Road Safety in the Ministry of Transport, and, as a direct result of her successful performance, she was promoted to provisional Executive Manager and, later, to Project Coordinator. After she finished her studies in Transport Management in Germany, she was appointed as General Director of Land Transportation in the Ministry of Transport in Peru, where she led, among other initiatives, the implementation of the first compulsory traffic accident insurance program ever established in Peru. She has been the Legal Manager of the Headquarters of the Superintendence of Public Registries, an agency of the Ministry of Justice. Finally, prior to returning to graduate school in the United States, Claudia worked as Public/Private Partnership Specialist and Legal Adviser in PROINVERSION, an agency of the Ministry of Economics.
Claudia graduated as a lawyer in her hometown of Arequipa, Peru. She was trained in Germany in Transport Management and recently graduated with an Executive Master in Public Administration and a Master of Arts in International Relations from the Maxwell School of Public Administration at Syracuse University, New York, in the United States.
Miriam Heller, Ph.D.
Visiting Senior Fellow
Miriam Heller came to WRI as a visiting Senior Fellow at EMBARQ, The WRI Center for Sustainable Transport, from the University of Southern California where she was Director of Information Technology in the Washington DC Office of Research Advancement. From 2000 through 2006, Heller served at the National Science Foundation, initiating and directing programs on infrastructure and information systems. Specific competitions, some as large as $25 million, that she initiated and coordinated addressed: sustainable and resilient infrastructure, critical e-science middleware, cyberinfrastructure learning and workforce development as well as human and social dynamics.
Prior to NSF, Heller was a Fulbright Senior Scholar in France on leave from her University of Houston (UH) Industrial Engineering faculty position, pursuing research on sustainable infrastructure and environmental systems. As faculty, she also contributed to WRI’s Green Ledgers: Case studies in corporate environmental accounting. Before academia, Heller designed and implemented various industrial systems including environmental management systems at Digital Equipment Corp., a fraud warning system at Citibank Credit Services, and water quality and quantity systems as a consulting affiliate of Lyonnaise-des-Eaux in France.
In the early 1980s, her work as AAAS Congressional Science and Engineering Fellow at the Office of Technology Assessment played a role in the creation of the Toxics Release Inventory in the Superfund Amendments and Reauthorization Act.
Zeren Erik
Turkey Associate
Zeren joined the EMBARQ team in the summer of 2007 to support and expand EMBARQ’s activities in Turkey. Before starting at EMBARQ, she spent time at the European Federation for Transport and Environment in Brussels and did research to assist the “Clean Fuels and Vehicles Project.”
Zeren holds a BA in Political Science and International Relations from the Bogazici (Bosphorus) University and a MSc in Environmental Management and Policy from the International Institute for Industrial Environmental Economics, Lund University, Sweden.
Her interests are sustainable urban transport policies, environmental policies and management, (environmental) local governance and civil society, and the UN’s Local Agenda 21.
Chris Ward
Communications Coordinator
Chris Ward is part of EMBARQ’s communications team and is currently pursuing a Masters Degree in International Affairs and Development from George Washington University. Born and raised in Iowa, Chris attended the University of Iowa where he completed a BA in Political Science and Spanish.
Prior to working for EMBARQ, Chris spent several years living and working overseas - doing research and web development for Doctors Without Borders in Barcelona; freelancing as a web designer in Paris; and studying the impact of Turkish business associations on state development policies as a Fulbright Research Fellow in Istanbul.
Ethan Arpi
Communications Coordinator
Ethan joined the EMBARQ team in January 2007. Prior to working with EMBARQ, Ethan wrote for nextbillion.net, a blog on business solutions for low-income consumers, and conducted research for the World Resources Report, WRI’s flagship publication. He holds a BA in Spanish and Social Thought from Washington University in St. Louis. His interests include non-motorized transportation and sustainable urban design.
